These 2 provisions govern the GO-FOR-GOLD Program design and grant of citizenship until such a time as the new legislation to amend the Citizenship Act works its way through Parliament. The provisions of the draft new law are set out as follows:


A New Regulation Setting Out The Parameters of Special Naturalization

The Proposed Regulation

The Regulation will establish an offshore, end-to-end operational process for Special Naturalization under the GO-FOR-GOLD Program. Applications may be submitted and processed entirely outside Sierra Leone, with residency and local employment requirements waived. Applicants must pass formal due diligence administered by authorised program partners and make a qualifying economic contribution into a designated government account and establish a company locally. Final approval requires an oath of allegiance and a declaration of financial sufficiency. Citizenship is granted via a Presidential Certificate, with interim confirmation issued by the Chief Immigration Officer, who may publish operational guidelines for implementation.
